The declining population is a natural consequence of the smaller number of people who can become parents. The shrinking working-age population is discouraging private investment due to projected pessimistic domestic market growth. According to the Japanese National Census, the population aged between 15 to 64 years declined by 11 million, while those aged 65 and above increased by 14 million.
